I'm a firm believer that you shouldn't limit what you wear or how you do your hair/makeup based on a certain attribute, but there are certain steps you can take to flaunt what you've got. I've tried a lot of makeup looks, but I've definitely noticed some make my blue eyes pop more than others, and here are three of my favorites.
Classic red lips.
I love red lips and if you choose the right color, they can really make blue eyes pop. I also think winged liner can really add that nice classic, vintage-y feel to red lips as well, and Lauren Curtis nails that look here.
The lipstick she recommends doesn't seem to be available in the US but I would recommend the NYX soft matte lip cream in Monte Carlo as an alternate red matte lip color. Also, if you are scared of lashes like I am, just skip them. :)
Rose gold tones.
Gold tones in general look great on blue eyes, but rose gold is really in right now and it's just so pretty. I love this look by Mariah Leonard and it's even toned down enough to wear to work or school.
If you are trying to save money like me, substitute what you already have for the products she recommends, just use the same methods. A couple of affordable eyeshadow palettes with similar shades would be the Ulta Rose Gold palette (usually $20 but Ulta eyeshadow palettes have been $12 this month) and the Hard Candy baked eyeshadow palette in Nudes 'n' Roses. If you're really creative, you could probably use the Wet 'n' Wild Comfort Zone palette, although the finished look will probably be a bit different. For the mauve lip, two drugstore lipsticks that would be perfect are the Rimmel London Kate Moss lipstick in 104 and the Revlon Super Lustrous lipstick in Sassy Mauve.
Brown smoky eye.
A grey/black smokey eye can look way too harsh on a lot of blue-eyed girls (me included) but if you tone it down a notch with brown shades, it can look really pretty. And, as Carli Bybel demonstrates her, it pairs well with a lot of different lip colors.
